Victor Hugo is an Oil & Gas entrepreneur with over 42 years of experience in the areas of Exploration, Asset Development, Reservoir Management, Business Development and New Ventures. Most of his work, and oil field experience, was acquired overseas while leading and managing international oil businesses for Chevron Corp. which he joined in 1985. His work has included oil and gas developments in important oil regions of the world including Canada, Mexico, Indonesia, Venezuela, West Africa, Kuwait, Saudi Arabia, and North America.

In 1991, Victor Hugo moved from Calgary, Alberta to Chevron’s Corporate Headquarters in San Ramon, CA where he led Business Development efforts for Chevron in Latin America. This followed in 1997 with a 3-year assignment as Chief Geologist for the CALTEX Pacific affiliate in Sumatra, Indonesia. In 2001, Victor Hugo moved to the Chevron Latin America Headquarters in Caracas, Venezuela where he led Business Development efforts in Latin America and later became Vice-President of New Ventures for the GTL Sasol Chevron Joint Venture.

In 2003, he moved to Angola, West Africa to lead Reservoir Management and offshore Asset Development projects. From West Africa, Victor Hugo returned to the Unites States in 2006 to the position Global Reservoir Management Advisor reporting to Chevron’s international corporate heads in Houston, Texas. In this capacity, he provided oversight to all Reservoir Management activities in Chevron’s Global Portfolio. From 2012 until his retirement in 2021, Victor Hugo led Exploration efforts in-country, in the Partition Neutra Zone between Kuwait and Saudi Arabia. In 2018 he returned to Houston to lead Exploration efforts for Chevron in North America until his retirement.

Victor Hugo’s main personal interests include international travel, literature, exploring cultures and the Arts. He is fluent in five languages: English, Spanish, French, Portuguese, and Bahasa Indonesia. He has a passion for third-world economic development affairs with a focus on Latin America and on his native Venezuela.

He currently lives in The Woodlands, Texas with his wife of 42 years, Elizabeth, and has one daughter, Bianca Alejandra.
