Arinze Okafor, CFA, CAIA

Arinze Okafor is currently Chief Investment Officer of Mopane Asset Management a local boutique firm, where he manages over USD 80 million in listed assets for Namibia’s leading institutional clients. With more than 15 years of experience spanning central banking, portfolio management and entrepreneurship, Arinze combines technical depth with a strong track record in unlocking capital for sustainable development.

He began his career at the Central Bank of Namibia, where he managed a USD 100 million global fixed income portfolio, allocating across U.S., European, and South African bond markets. Today, he leads and founded Horizon Capital (Listed capital market firm) and Horizon Impact Fund Managers (VC Firm), two new investment vehicles targeting capital markets and transformative sectors such as SME financing, agriculture, fintech, affordable
housing, and youth entrepreneurship. His work is anchored in inclusive growth, job creation, and long-term value.

As Founding Trustee of Namibia’s National Venture Capital Fund and Founder of the Namibia Investment and Finance Academy (NIFA), Arinze is a passionate advocate for building local skills and institutional capacity. Through NIFA, he established Namibia’s first Bloomberg Finance Lab and continues to drive investment education and financial literacy initiatives across Namibia. He also advises government and development finance institutions on SME financing, informal sector development, and ecosystem strengthening.

A CFA and CAIA charterholder, Arinze is widely regarded for his ability to bridge policy, capital, and grassroots innovation. Outside of work, he enjoys spending time with friends and family, watching soccer and cricket, and is an active tennis and padel player.
